This hamlib-9999 ebuild was never in portage tree. But you are right. Hamlib-4.0 is overdue. I will prepare an actual -9999 in the coming week.

I'm attaching a new, shiny ebuild based on the one curently in ::gentoo - Handles live version using master branch from git - Can be linked as a versioned ebuild, which uses a snapshot or tagged git commit - Explicitly adds a missing build time dependency on autoconf-archive - Updates homepage - Works for versions currently in ::gentoo and can be used as a drop-in replacement Hopefully, someone will find it useful.
